The finely dispersed titanium dioxide-based composite contains finely dispersed titanium dioxide particles which are combined with one or more polymers containing constituent monomers in form of carboxylic acid and/or a carboxylic acid derivative represented by the formula , where R is a C1-C15 alkenyl group, wherein hydrogen atoms can be substituted with a carboxyl group or a hydroxyl group; and X is a hydrogen atom or an alkali metal or a polyoxyethylene or polyoxypropylene group with 1-12 bonded moles.
