PURPOSE: A neighboring base station scanning apparatus and a method thereof are provided to estimate the strength of a signal which a mobile relay receives from a neighboring base station by using receiving signal information measured by a mobile station. CONSTITUTION: A signal measuring unit(420) measures signal strength of one or more neighboring base stations and a serving base station. A channel parameter estimating unit(430) obtains a channel parameter by using the signal strength of the serving base station supplied by the signal measuring unit. A measurement result transmitting unit(440) transmits the obtained channel parameter to the serving base station or the mobile relay station.
