<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing an information recording medium capable of achieving increase in speed and reduction in size of a printer device while maintaining image quality of image information, in the method of manufacturing the information recording medium on which character information and image information are recorded. <P>SOLUTION: A body 1 to be recorded is provided, which comprises a card substrate having an IC module therein and an image receiving layer comprising a metal ion-containing compound capable of forming a chelate complex with a color material in an image information recording thermal transfer sheet. Image information is printed using the image information recording thermal transfer sheet. Character information is printed using a character information recording thermal transfer sheet at a part other than the image information forming part.
