<P>PROBLEM TO BE SOLVED: To preferentially dispatch flood alarm to a place where flood occurs with the highest possibility in the case of suppressing a flood disaster. <P>SOLUTION: Each of a plurality of peripheral installation bodies 3 installed in the periphery of a central installation body 2 as a center detects weather data in the installation place, and predicts whether or not a heavy rain falls in the installation place on the basis of the detected weather data, and when predicting a heavy rainfall in the installation place, transmits risk notification information for notifying the degree of risk.
