<P>PROBLEM TO BE SOLVED: To improve the communication quality. <P>SOLUTION: A wireless communication device has a measurement unit, a measurement target selection unit, a storage unit, and a measurement time allocation unit. The measurement unit divides one measurement time period among periodic measurement time periods to measure a radio wave quality for each measurement target base station. The measurement target selection unit decides a measurement exclusion base station in the next measurement time period of one measurement time period from the measurement target base stations on the basis of the radio wave quality. The storage unit stores and manages information, such as a measurement result and a measurement time of the radio wave quality in the measurement unit and the like, for each measurement target base station.
