PROBLEM TO BE SOLVED: To make it possible to logically switch a communication destination of a remote supervisory control device even when a circuit is not switched physically.

SOLUTION: Each of an information collection/distribution device 21 and a teleconference interface 22 comprises: a diagnosis information storage part 231 storing diagnosis information including a TC communication destination showing a communication destination of a remote supervisory control device 10; and a diagnosis information transmission part 213 transmitting the diagnosis information to the remote supervisory control device 10 in a predetermined period. The remote supervisory control device 10 comprises: a diagnosis information reception part 114 receiving the diagnosis information transmitted from the information collection/distribution device 21 and the teleconference interface 22; and a communication destination determination part 118 which determines the TC communication destination according to the received diagnosis information, compares the TC communication destination with a DX communication destination and a TC-IF communication destination, and determines the information collection/distribution device 21 and the teleconference interface 22 shown by the TC communication destination to be the communication destination depending on whether or not at least either of the DX communication destination and the TC-IF communication destination coincides with the TC communication destination during predetermined time.
