<P>PROBLEM TO BE SOLVED: To provide a cleaning device that prevents a film member from being folded in Z shape in a contact position where a contact member is brought into contact with a body to be cleaned across the film member that moves on the surface on the body to be cleaned in a direction opposite a surface-moving direction of the body to be cleaned, and to provide a fixing device including the same and image forming device. <P>SOLUTION: An application member cleaning device 70 comprises: a web 72 in contact with the surface of an application roller 41 to move on the surface in a direction opposite a surface-moving direction of the application roller; and a film contact blade 71 in contact with the surface of the application roller 41 across the web 72 in a contact position E where the web 72 is brought into contact with the surface of the application roller.
