<P>PROBLEM TO BE SOLVED: To manufacture a foil bearing having desired bearing performance at low cost and in large quantities. <P>SOLUTION: In the foil bearing 1 having a top foil 5 forming a wedge-shaped radial bearing clearance C between a shaft member 2 inserted therein and itself, a back foil 6 which is arranged at the outside diameter side of the top foil 5 and elastically supports the top foil 5, and a cylindrical external member 3 which accommodates the top foil 5 and the back foil 6 at the internal periphery, the top foil 5 and the back foil 6 are integrally formed of a band-shaped metal thin plates having flexibility.
