PROBLEM TO BE SOLVED: To provide a wireless communication apparatus, a wireless communication method, a program and a wireless communication system that form a communication group with an efficient topology of data paths.

SOLUTION: The wireless communication apparatus includes: a wireless communication section for receiving application information indicating which of content providing and using sides an application on each of one or more nearby wireless communication apparatuses is; a setting section for setting a parameter indicating priority of operation as a master in accordance with a relationship between the number of providing apparatuses whose application is the content providing side and the number of using apparatuses whose application is the content using side among the wireless communication apparatus itself and the nearby wireless communication apparatuses; and a control section for controlling negotiations with the nearby wireless communication apparatuses for determining the wireless communication apparatus that should operate as a master on the basis of the parameter set by the setting section.
