<P>PROBLEM TO BE SOLVED: To provide a memory access control circuit capable of efficiently executing access requests and refresh even when the access requests to a semiconductor memory are successively issued. <P>SOLUTION: A refresh request part 20 outputs a refresh issue request 130 that specifies whether to execute refresh of a semiconductor memory 3. An arbitration part 30 receives the refresh issue request 130, an access request 101 to the semiconductor memory 3, and an access target address 102; outputs a refresh request to the semiconductor memory 3 if the refresh issue request 130 indicates the execution of refresh; and outputs the access request 101 and the address 102 to the semiconductor memory 3 if the request indicates non-execution of refresh.
