PURPOSE: A mechanical locking and unlocking device of a swing panel and an operating method thereof are provided to prevent the radioactive contamination of a housing building by condensing a high temperature and high pressure fluid into cold water in a nuclear fuel refueling water tank. CONSTITUTION: A swing panel blade(310) transfers liquid pressure to one side. A bracket for fixing the blade fixes the swing panel blade. A shaft(350) fixes the bracket. A connector(330) is formed on one end of the shaft. An idle torque wrench(320) idles surface pressure delivered through the connector.
