PURPOSE: A Graphene quantum dot is provided to prevent deterioration by a shell, and to increase brightness of the quantum dot by Plasmon effect between the graphene quantum dot and shell. CONSTITUTION: A Graphene quantum dot consists of graphene, and comprises graphene core(10') which has a functional group attached to an edge part of the graphene, and a shell(30) which is chemically combined to the functional group while surrounding the graphene core. A manufacturing method of the graphene quantum dot comprises: a step of preparing a graphene having an edge part; a step of attaching a functional group to the edge part of the graphene; and a step of forming a shell by coating graphene with a protection material which is chemically combinable with the functional group.
