PURPOSE: A porous polymer scaffold, a producing method thereof, and a gene transfer system using thereof are provided to stably mount a gene delivery body, and to effectively induce the differentiation of stem cells. CONSTITUTION: A porous polymer scaffold includes a gene delivery body in a matrix. The gene delivery body is emitted from the porous polymer scaffold in a sustained release form. The porous polymer scaffold is a biodegradable polymer hydrophilic-processed using a hydrophilic polymer selected from the group consisting of polymers or copolymers of lactic acid, glycolic acid, carprolactone, dioxanon, hydroxybutyric acid, hydroxyvaleric acid, phospho ester, ethylene oxide.
