PURPOSE: A composition for preventing and treating inflammation diseases including novel desulfated heparin-bile acid derivative is provided to increase body absorption rate of heparin and to reduce side effects of bleeding due to anti-coagulation. CONSTITUTION: A composition for preventing and treating inflammation diseases including desulfated heparin-bile acid derivative represented by chemical formula 1 or 2. In the chemical formula 1 or 2, B indicates bile acid residue or bile acid analog, and ODSH is desulfated heparin residue. S1 or S2 is spacer, and m indicates an integer of 0-16. B indicates deoxycholic acid. ODSH is low-molecular-weight heparin in which 2-O is desulfated or the low-molecular-weight heparin in which 6-O is desulfated. S is ethylenediamine or lysine. The composition is manufactured into an oral administration formula.
