PURPOSE: An operating method of a speed camera for controlling speeding vehicles is provided to measure the driving speed of a vehicle by using a laser detector or mounting a loop detector under a road. CONSTITUTION: A controller measures the speed of a vehicle according to a lane(S20). The vehicle speed and the regulation speed are compared. The vehicle is determined whether speeding or not(S30). The number of speeding vehicles is counted according to the lane(S40). A control lane is determined(S60). A photographing module is circulated to the control lane(S70).
