PURPOSE: A payment system using a quick response code is provided to construct a system issuing quick response money by using the quick response code, thereby easily applying the constructed system in an online/offline service through charged quick response money paid in real. CONSTITUTION: A quick response money issuing system(200) performs payment operation according to a quick response money request and management according to quick response money use. The quick response money issuing system performs calculation management of the quick response money use, cash management about quick response money, and service management of the quick response money. A user terminal(221) performs payment in an online/offline shop through purchased quick response money and transmission about the quick response money. A quick response reader(231) scans the quick response money provided from the user terminal.
