PURPOSE: A propulsion engine and a rocket with the same is provided with the improved performance and safety as an insulating part is burst along an interface between first and second insulating members. CONSTITUTION: A propulsion engine(100) comprises a combustion pipe(110), first and second propellants(121,131) and an insulating unit(150). First and second propellants are charged in the combustion pipe. The insulating unit separates the first and second propellants, and insulates a gap between the first and second propellants. The insulating unit is placed between the first and second propellants. The insulating bears the heat and pressure delivered when the first propellant is burned. The insulating unit is burst when the second propellant is ignited.
