PURPOSE: A frame structure of a wireless broadcast system, and a method for transmitting and receiving data streams through the frame structure and a device thereof are provided to set different repetitive lengths for configuration data items of different types. CONSTITUTION: A set of Qn non-allocation PLP(Physical Layer Pipe)s is determined(S400). Each non-allocation PLP has n which is a desired repetitive length. The number of PLPs is set by Qn when Qn is the same as n or a multiple of n(S402,S406). Configuration data items with the determined set are classified into n groups(S408). If the configuration data items do not exist, data are transmitted by arranged frames(S410,S414).
