PURPOSE: A coupling device for replacing the seal of a license plate is provided to facilitate the removal of the coupling device with a tool when changing a license device and to increase durability. CONSTITUTION: A coupling device for replacing the seal of a license plate comprises a coupling bolt(10) and a coupling plate(20). The coupling bolt comprises a head part and a pillar part. Multiple fastening sills(122) are formed on the exterior of the pillar part of the coupling bolt. A through-hole through which the coupling bolt is passed is formed in the middle of the coupling plate. The coupling plate has multiple fastening pins.
