PURPOSE: A battery management device and method for the optimum driving of a vehicle and a battery pack are provided to stably operate a vehicle by providing information, such as an optimum speed. CONSTITUTION: A storage(140) stores classified SOC decrease rate information. An SOC generator(120) generates current SOC information of a battery included in a vehicle. A speed sensor(150) senses speed information of the vehicle. A controller(130) calculates and generates the current SOC decrease rate information.
