PURPOSE: A manufacturing method of anhydrous hydrazine or the derivative is provided to have safe use condition and facilitate quantity adjustment. CONSTITUTION: A manufacturing method of anhydrous hydrazine or the derivative comprises a step of reacting hydrazine carboxylic acid or the derivative represented by chemical formula 1 or 2 with carbon dioxide adhesive. Here, R1-R3 respectively indicate H, one of aliphatic hydrocarbons substituted aliphatic hydrocarbons, substituted aliphatic hetero ring, substituted aliphatic carbon ring, substituted aromatic cycle, or substituted hetero aromatic ring having 1-30 carbons, aliphatic hydrocarbon including O, S, N or P, aliphatic carbon ring including O, S, N or P, aliphatic family hetero ring including O, S, N or P, aromatic family including O, S, N or P, or hetero aromatic ring including O, S, N or P.
