PURPOSE: A device and a method for moving a work vehicle for the external wall of a building using a wire rope are provided to rapidly and conveniently move a work vehicle by pulling and releasing a wire installed on the work vehicle. CONSTITUTION: A device for moving a work vehicle for the external wall of a building using a wire rope comprises drive winches(L1,L2,L3,L4) and a wire holder. The drive winches are installed on the external wall(W) of a building and pull or release wires(WR1,WR2). The wire holder is installed on a work vehicle(CG). The position of the work vehicle is controlled by pulling or releasing the wires via the wire holder.
