PURPOSE: A pharmaceutical composition and a health functional food composition containing Capsosiphon fulvescens extract is provided to ensure bio-affinity and low toxicity expression and to prevent and treat diabetes/diabetes complication. CONSTITUTION: A composition for preventing or treating diabetes and diabetes complication contains Capsosiphon fulvescens extract as an active ingredient. The composition includes a pharmaceutical composition or a food composition. A method for preparing the extract comprises: a step of extracting Capsosiphon fulvescens with alcohol and pulverizing; a step of extracting the powder with one or more kinds of organic solvents; and a step of a step of performing gel filtration chromatography. The organic solvent extract is a hexane fraction.
