PURPOSE: A candidate image detecting device and a method thereof are provided to efficiently search photographed images to which an illumination change is influenced. CONSTITUTION: An image input unit(110) receives query image information. An information operating unit(120) calculates relative block brightness per a block of the inputted query image information. A feature information storing unit(130) stores feature information using the calculated relative brightness. A candidate image detecting unit(140) extracts candidate image information using the calculated relative brightness.
