The device has a hollow cooled copper cone (12) provided with reflecting inner walls and extending between a square or rectangular or hexagonal input section (14) and a square or rectangular or hexagonal output section (10). The output section is larger than the input section. The input section has a side having length in range of 2 to 20 mm. The output section has a small side that is 1.5 to 3 times larger than that of the input section.
