PROBLEM TO BE SOLVED: To provide: an electrolyte membrane having favorable formability, preventing a liquid electrolyte from steeping from the electrolyte membrane, and having favorable ion conductivity in a non-humidified state; a catalyst layer-electrolyte membrane laminate, a membrane electrode assembly and a fuel cell which include the electrolyte membrane; and a method for producing the electrolyte membrane.

SOLUTION: An electrolyte membrane 10 of the present invention includes at least a first layer 1 and a second layer 2. The first layer 1 is arranged at an outermost layer on one side or both sides of the electrolyte membrane 10, the first layer 1 includes a liquid electrolyte and a binder, the second layer 2 includes a liquid electrolyte, and a content of the liquid electrolyte in the first layer 1 is lower than a content of the liquid electrolyte in the second layer 2. A production method of the present invention includes the steps of: forming a first layer 1 including a liquid electrolyte and a binder; forming a second layer 2 including a liquid electrolyte; and laminating the first layer 1 and the second layer 2 so that the first layer 1 is arranged at an outermost layer on one side or both sides of an electrolyte membrane 10. The content of the liquid electrolyte in the first layer 1 is lower than a content of the liquid electrolyte in the second layer 2.
