<P>PROBLEM TO BE SOLVED: To provide a coating material to be used for forming a coating layer on the surface of an optical semiconductor element, which can enhance color stability of light emitted from an optical semiconductor device. <P>SOLUTION: This coating material for the optical semiconductor device is used for forming a coating layer 4 on the surface of the optical semiconductor element 3. The coating material includes a first organopolysiloxane having an alkenyl group, a second organopolysiloxane having a hydrogen atom bonded to a silicon atom, a silicon oxide particle and a catalyst for the hydrosilylation reaction. The optical semiconductor device 1 includes the optical semiconductor element 3 and the coating layer 4 disposed on the surface 3a of the optical semiconductor element 3.
