PROBLEM TO BE SOLVED: To prevent a bad effect caused by a delay of traffic information.

SOLUTION: A traffic guide information generating device comprises: traffic information acquiring means for acquiring traffic information which indicates a road situation based on vehicle detection by a detector and to which a section where the vehicle detection is performed is related; detection time specifying means for specifying detection time when the vehicle detection for the traffic information is performed according to the type of the detector which performs the vehicle detection for the traffic information; and traffic guide information generating means for generating traffic guide information based on the traffic information with the specified detection time.
