<P>PROBLEM TO BE SOLVED: To improve throughput. <P>SOLUTION: A communication device 120 has communication parts 121-12n. The communication parts 121-12n are connected to routes 101-10n corresponding to addresses 1-n, respectively, and transmit packets to the connected routes 101-10n. A first acquisition part 111 acquires an aggregation address obtained by aggregating a plurality of addresses that can be aggregated among the addresses 1-n. A second acquisition part 112 acquires state information indicating whether or not the communication part can transmit a packet, for each of the communication parts connected to the respective routes corresponding to the plurality of addresses that can be aggregated among the communication parts 121-12n. A determination part 113 determines whether or not the aggregation address acquired by the first acquisition part 111 is made public based on the state information acquired by the second acquisition part 112.
