The present invention provides a method, user equipment (UE) and system for implementing multimedia broadcast multicast service (MBMS) continuity. The method includes that: when the UE, which is receiving or interested to receive the MBMS service, moves, and if the UE is in an idle mode, the UE selects a target cell which has the same frequency as the MBMS service or sets the MBMS frequency to be the highest priority frequency to perform cell reselection; if the UE is in a connected mode, a network side selects a target cell which has the same frequency as the MBMS service to perform handover according to the MBMS receiving state reported from the UE. With this invention, the MBMS service experience of the user is improved.
