<P>PROBLEM TO BE SOLVED: To suppress as much as possible deterioration of toner in a black developing unit, which is most frequently used in a non-magnetic one-component developing system, and image deterioration over time caused by mixing-in of foreign substances such as paper powder into an image forming unit where an initial developing operation is performed. <P>SOLUTION: A first color is developed ahead of other colors with a jumping development system. Alternatively, black is developed with a jumping development system. Other colors are developed with a contact development system.
