The present invention relates to the field of communications. Disclosed are a control method, control device, terminal, and system for multiple terminal accesses. The method comprises: receiving an access request, the access request having attached thereto a classification identifier (101); establishing a public bearer for a terminal belonging to the classification identifier (102); and notifying the terminal belonging to the classification identifier, allowing the terminal belonging to the classification identifier to access a network via the public bearer established (103). The terminal comprises: a third transmitter module, a second receiver module, and an access module. The system comprises: an access side network element and the terminal. The present invention is capable of preventing a signaling storm from occurring, of reducing the network load, and of improving the quality of service (QoS).
