PROBLEM TO BE SOLVED: To provide technique for securing safety of citizens when disaster due to a weather phenomenon occurs.

SOLUTION: An evacuation guiding system comprises: a server for acquiring weather observation information indicating result of observing a weather phenomenon, generating evacuation information which is information used for evacuating from disaster due to the weather phenomenon on the basis of the acquired weather observation information, and transmitting the generated evacuation information to a mobile communication device; and the mobile communication device for receiving the evacuation information and outputting evacuation guiding information for guiding a user from a current own position based on the evacuation information.
