<P>PROBLEM TO BE SOLVED: To solve such a problem that a conventional data distribution system is configured on condition that the system is constructed on a communication network with a considerably high upper limit whether a data transmission speed between a data issuing unit and a data reception unit is high or low, so that when the data issuing unit periodically transmits data to the plurality of data reception units between data distribution areas with different data transmission speeds, the data reception units cannot periodically receive data. <P>SOLUTION: A resource management unit is installed for managing respective transmission/reception from/in a data issuing unit/a data reception unit so that data transmission speeds adopted by the respective units do not exceed an upper limit of a data transmission speed of a communication network.
