<P>PROBLEM TO BE SOLVED: To improve the repairing property of a lining agent even if minute defects in a fuel pool spread over a wide range. <P>SOLUTION: An underwater adhesion repairing method uses an adhesive applying device, a fuel storage pool wall surface 9, a first partition body 10, a joint member 11, and an adhesive. The first partition body 10 is provided with a space in the partition body so as to have one side plate 10a of the first partition body 10, the other side plate 10b of the first partition body 10, and a bottom plate 10c of the first partition body 10. In the first partition body 10, the one side plate 10a is longer than the other side plate 10b. The joint member 11 is shaped like a rod and is made of a silicone resin, polyethylene, or the like.
