SERVER FOR CONTROL PLANE AT MOBILE COMMUNICATION NETWORK AND ACCESS CONTROL METHOD

PURPOSE: A server which is charge of a control plane within a mobile communication network and access control method thereof are provided to reduce the load of an eNB(enhanced Node B) by connecting from roaming UE(User Equipment) from a visiting network to a home eNB. CONSTITUTION: A transmission and reception unit(513) receives an update request message or a connection request message for a roaming terminal from a home eNB. A controller(512) evaluates whether local CSG related information defined in a visiting network is in discord with the CSG related subscriber information acquired from a subscriber information server. The subscriber information server locates within the home network of the roaming terminal. When the information is discordant, the controller controls access using the defined priority order information.
