PURPOSE: A 3D digital cartoon viewer providing system and a method thereof are provided to supply a 2D digital cartoon viewer program or a 3D digital cartoon viewer program to a user terminal. CONSTITUTION: If a 3D digital cartoon does not exist in a frame storage module, a 3D digital cartoon converting module reads a document file of a corresponding 2D digital cartoon in a digital cartoon storage module(S3). The 3D digital cartoon converting module converts a 2D digital cartoon into a 3D digital cartoon by a 3D game engine(S4). A display module provides a 3D digital cartoon viewer function to a user terminal. The user terminal displays the 3D digital cartoon on a screen by executing a digital cartoon viewer program(S5,S6).
