<P>PROBLEM TO BE SOLVED: To provide a card management device, a card management system, a card management method, and a program which enable a plurality of users to share a card while enhancing security. <P>SOLUTION: In a card management system 1, a card management device 100 stores identification information of an IC card 400 in association with user identification information to perform user management of the IC card 400, use authentication of the IC card 400, and the like. A reader device 200 acquires IC card identification information from the IC card 400 to transmit the acquired IC card identification information to the card management device 100. A terminal device 300 acquires the IC card identification information from the IC card 400 to transmit the acquired IC card identification information with user identification information acquired from the own device to the card management device 100.
