PROBLEM TO BE SOLVED: To provide: an electrolyte membrane having excellent mechanical strength and having favorable ion conductivity in a non-humidified state; and a catalyst layer-electrolyte membrane laminate, a membrane electrode assembly and a fuel cell which include the electrolyte membrane.

SOLUTION: An electrolyte membrane 10 of the present invention is an electrolyte membrane including a liquid electrolyte and a solid acid, and includes at least a first layer 1 and a second layer 2. The first layer 1 includes the liquid electrolyte and a binder, the second layer 2 includes the solid acid, and the first layer 1 is arranged at an outermost layer on one side or both sides of the electrolyte membrane 10.
