<P>PROBLEM TO BE SOLVED: To provide a power utilization adjustment device capable of adjusting power utilization while protecting privacy of a consumer, a system and a program. <P>SOLUTION: The power utilization adjustment device of an embodiment comprises: a first reception part; a group dividing part; a first transmission part; a second reception part; an adjustment part; and a second transmission part. The first reception part receives conversion information from a plurality of consumer devices. The group dividing part divides the plurality of consumer device into groups. The first transmission part transmits group information to an information processor. The second reception part receives total difference information from the information processor. The adjustment part generates total prediction information which is difference between total of conversion information for each group and the total difference information and adjusts such that all of a power utilization amount for one time zone is shifted to another time zone.
