<P>PROBLEM TO BE SOLVED: To provide a charge management device which manages charging so as to provide benefits to both the user side and the service provider side when a battery mounted in a plug-in electric vehicle is charged. <P>SOLUTION: In a charge management device 50, an electronic control unit 51 determines whether or not the charging to a battery 11 from a charge stand 40 is allowed based on a position relationship among a parked vehicle 10, the charge stand 40 electrically connecting with the parked vehicle 10, and a user's location sent from a portable information terminal 30 that the user carries. That is, the unit 51 allows the charging from the charge stand 40 to the battery 11 when the user's location is in a certain range from the charge stand 40 (for example, in the store providing the service).
