<P>PROBLEM TO BE SOLVED: To make it possible for a manufacturer or a manager to set a change rate of game balls at low cost. <P>SOLUTION: A change rate setting part 12 is provided so that the game ball change rate can be set at a change rate specified by a game player. A determination part 13 determines whether the change rate is permitted to be set by the change rate setting part 12 or not on the basis of the information on the number of game balls regarding the number of game balls playable in a game device and the game mode information regarding the game mode operating in the game device. When the change rate is determined to be permitted by the determination part 13, a change rate setting control part 14 controls the change rate setting part 12 to set the game ball change rate to the change rate specified by the game player.
