A device (100) for producing a pellet, the device (100) being provided with an extruder (11) for forming a strand (19) by extruding molten resin (17), a belt conveyor (13) for conveying the strand (19) formed by means of the extruder (11), and a pelletizer (15) for cutting and forming the strand (19) conveyed by means of the conveyor belt (13) into pellets (21), wherein: the pelletizer (15) is provided with a strand cutter (27) which has a fixed blade and a rotating blade (25) formed in the shape of a column capable of rotating at a position in the vicinity of the fixed blade and formed by arranging a plurality of blades on the outer circumference and which cuts the strand (19) by means of the fixed blade and the rotating blade (25); the plurality of blades on the rotating blade (25) is arranged so as to form a 0° to 15° angle with the central axis of the rotating blade (25); the rake angle of the plurality of blades is between 5° and 30°; and the angle at the tip of the blades is between 40° and 80°.
