<P>PROBLEM TO BE SOLVED: To provide a simultaneous concrete placing method for constructing an external insulation wall, having a plurality of heat insulation plates 2a and 2b which are laminated for installation of an insulation structure, with improved construction efficiency. <P>SOLUTION: A substrate material 3 disposed on one exposed surface of a plurality of laminated insulation plates 2a and 2b is combined with the insulation plates 2a and 2b into a composite plate 1. The composite plate 1 is installed between formworks 9a and 9b, with the substrate material 3 on the outer side of a building, and concrete is placed to construct a concrete skeleton 14 integrated with the composite plate 1.
