PROBLEM TO BE SOLVED: To reduce man-hour of work for arranging monitoring devices in a network state monitoring system.

SOLUTION: Each of monitoring devices 5 comprises: a state information acquisition unit 50 for acquiring state information of a network 2 from a network device 3; a collection device information acquisition unit 60 for acquiring collection device information for identifying each collection device 6 which collects the state information, from a database 80 which can be accessed by the monitoring device 5; a load information acquisition unit 62 for acquiring load information of a plurality of collection devices 6 based on the collection device information; a collection device selection unit 63 for selecting a collection device 6 based on the load information; and a monitoring device information notification unit 64 for notifying the selected collection device 6 of monitoring device information for identifying the monitoring device 5.
