<P>PROBLEM TO BE SOLVED: To provide an image forming device capable of forming an image using toner in a process cartridge even when the initial cost is reduced without providing a toner cartridge in the case of introduction. <P>SOLUTION: A composite machine is equipped with a body and a control part. The body can be mounted with a process cartridge for forming a toner image by consuming the stored toner and a toner cartridge for supplying the toner to the process cartridge. The control part can detect that the process cartridge is mounted in the body and the toner cartridge is mounted in the body and determines whether or not the formation of the toner image by the process cartridge is permitted.
