The element (4) has a surface area (5) provided with an adhesive i.e. resorcinol, formaldehyde and latex (RFL) dip. Another surface area (6) is formed by an electrically conductive dip i.e. carbon dip. The surface areas are continuously arranged along a longitudinal axis of the element. The surface areas directly contact surrounding rubber compositions of a carcass of a pneumatic tire, where low-soot rubber compositions are utilized in a body region of the tire such that electrical resistance of the carcass is 1x10 8>ohm. An independent claim is also included for a method for manufacturing a reinforcing element.
