<P>PROBLEM TO BE SOLVED: To avoid packet concentration to a communication node connected to a gateway in a sensor network, and to enable collection of measurement data from a node performing no detection. <P>SOLUTION: When receiving a detection message from the other node to transit to a detection state, an in-detection-state detection message transmission suppression section 604 suppresses the detection and does not transmit the detection message to a server even when a value of sensor data in the own node exceeds a threshold to be in a state that the detection should be performed. A second in-detection-state data transmission section 609 adds sensor data measured by a sensor 202 in the own node and recorded in a memory 203 to sensor data received from the other node, and make the sensor data after addition propagate to an adjacent node.
