PURPOSE: A flood damage control system using the potential energy of water is provided to efficiently and rapidly treat a flood and drought according to a weather forecast using the pressure difference of water. CONSTITUTION: A flood damage control system(1) using the potential energy of water comprises circular water tanks or circular concrete dams(680), water tanks or concrete dams, multiple valves(409), pipelines, fire nozzles, floodgates, and channels(294). The circular water tanks or circular concrete dams are located at the tops of mountains. The water tanks or concrete dams are formed in the circular water tanks or circular concrete dams and stores water. The valves and the pipelines are connected to the water tanks or concrete dams. The fire hoses are located at portions of the pipelines. The floodgates and channels are formed in the concrete dams and fire fighting pumps.
