<P>PROBLEM TO BE SOLVED: To provide an evaluation device, an evaluation method, and a computer program for performing evaluation to a patent application. <P>SOLUTION: A patent application evaluation method includes the following steps of: accepting information for specifying a patent application to be evaluated (S11); with reference to a citation relation table for storing refusal patent IDs and quotation patent IDs in association with each other, counting the number Nq of quotations received of the patent application to be evaluated (S12); reading out a weight coefficient Ci applied between an applicant of the evaluation object and an applicant of a quotation destination from a weight table with respect to notification of each refusal reason for which the patent application to be evaluated is quoted (S15); if the final state of the patent application of the quotation destination is not refusal, calculating a change degree Ei of a scope of the claims on the basis of change in the number of claims before and after response and change in the number of characters of the claims (S16); and calculating an evaluation value with respect to the patent application to be evaluated by using the weight coefficient Ci and the change degree Ei of the scope of the claims (S19). <P>COPYRIGHT: (C)2013,JPO&INPIT |
